I got a ECS board from ebay and I noticed that one of the caps near the rear IO had its "-" negative side detached...Could this be responsible for 2 dead USB ports in the rear IO? Would they work if I got a new capacitor (with the same ratings) and soldered it back together?

Or would the 2 dead USB ports be caused by something else?

Its ECS, dont expect much.

well...that was sure helpful...

I was wondering about desoldering the current cap and then soldering a new one in and hopefully solving the problem.

If the negative lead is there, but simply not soldered, then solder it. If the lead is broken off, replace the cap.

You would need to trace the negative lead to see where it winds up. It it terminates at the south bridge chip, then it can very well be USB related. I would solder or replace the cap regardless.

Obviously it was on Ebay because it was defective. Hope you got a good price. Replacement caps are cheap.
