Question ECS H61H2-M12 + Gigabyte Gtx 1050Ti Problem

So i have a ECS H61H2-M12 mobo i recently got a Gigabyte Gtx1050ti but when i put the card in the computer gets stuck at the american megatrends screen after a few seconds it just resets and it gets stuck again over and over i updated the bios and cleaned the cmos but it just keeps getting stuck any advice on what else i can try?
 
ive tried with 2 PSU's both generic ones one 650W and one 600W i have an I7 2600 with 8GB or ram using windows 10 pro
I was really hoping for some more info on the PSU(s). junk PSUs can have wide ranging effects on the system. Can you find the model name/number on the one in use now? Or post a photo of the PSU nameplate?

Was the card new or one you bought used?
Does it require a 6-pin connection?
Do you have any other card you can use to test with?
Can you get into BIOS with the GTX 1050 Ti? i.e. does it work OK when not booting to Win? Win 10?

i bought the card used yes it requires a 6-pin connection i previously had a GTX650 on my computer and it worked fine but it broke so i got the 1050 and no i cant get into the bios with the gtx1050 at all it just loads the american megatrends screen and it gets stuck then after like 15 secs it restarts without the card on i can use the computer just fine with the integrated graphics
 
Well, from this far away... it appears to be a problem with the used card. Unless you mis-interperated the death of the old GTX 650 as something pertaining to the board or OS instead of the card dying. For example, maybe the GTX 650 didn't die. Maybe the chipset (south bridge) that controls the PCI Express interface died. Find a known-good gfx card to test with.

I still leave out the possibility of the PSU being involved in some way.
