Ecs mobo hangs at motherboard splash screen

Hello, I am currently building a gaming PC with a FX6300, a 7950, and an ECS elitegroup A970M-A Deluxe. My problem is that after everything is plugged in and ready to go, it boots to the splash screen and never goes past it to the BIOS setup.

I have corsair value select RAM in there (1600 mhz, 8gb) and have tried removing it and booting up (I got a repeating trio of beeps until I shut down) and have tried switching slots (when I move both modules from the white to the grey slots, it won't boot at all, and when I only have one module in one of the white slots, it still hangs at the splash screen)

my question is what could be causing this? this is the first time I've ever booted up, I've never made it to the bios, and I've tried unplugging all the usb cables and unplugging my dvd drive and my HDD.
 
Did you connect any USB devices? If yes, please remove all the USB devices. After installing the memory, please make sure the memories were installed properly. Clear the CMOS jumper on the motherboard-->Go inside the BIOS menu --> Load default setting--> SAVE and EXIT.

I unplugged all the USB stuff, I cleared the CMOS, I unplugged the ODD and HDD to make sure it's not a sata cable, and I haven't once made it into the bios. it freezes before the bios everytime on the splash screen. This is the first time I've used this motherboard, so I don't know if it works at all.
 
Look at LED display on mobo, it will show you the error code. My A970M-A Deluxe when stupid after 8 month (still under warranty) error code B2, it has been send for "repair" after which does not even power up. ECS still can not provide solution nor help, I post questions here (Toms..., and Fix....) no answers. I would not even bother to ask for money back, just dump it in to rubbish and never even thing nor advice to buy anything from ECS.

A990FM-A Delux mother board, AMD FX8150 CPU, 16GB RAM, XFX HD6950 video.
If you unable to get info from Taiwan, quick review of the case:
8 month running very well
Than BIOS hangs up at B2 error code
Sent to ALTECH (suppose to be Australian supplier/servcie)
Comes back - not even power up
Made bootable (used FreeDOS on Intel Linux box) CD and USB stick with latest BIOS and flash utilities
Machine is trying to access CD foe ever on power ON, nothing on display, using USB keyboard - did not try PS/2 keyboard.
Asked ECS - again - Your Case ID is 13042900007.
No answers, advice just silence.

Thanks for information. By the way the mother board is A990-FXM-A Delux. Is there manual for download please ? I send for repairs in the original box, including manual and RFI shield. Got back just mobo, no manual no shield......
Making bootable CD - Is there detailed instruction how to do ???? ECS tells about floppy, this mobo does not support floppy drives.
Is it possible to get/buy bootable CD (tested/verified) which also includes latest BIOS+flash utility ????
Is there, flash protect, shunt (pins/switch) on this mobo - without manual I am in the dark.
