ECS Not Working

Hello, I bought a well working 1155 pin CPU socket ECS mainboard (H61H2-M2). And I was too happy to put my Intel i5 3470 cpu. I set the fan, i set everything i need for boot. BUT!!!!, IT doesn't boot! the symptom is the fan spins for 1 and a half secs and stop. My led flashes when i start the computer(it keeps turn ing off!) what should i do? I have changed my Main power. so is it board's problem? or is there my mistake?
 
Could you make sure that the 4 pin CPU power connector is plugged in?

If it is, try booting the motherboard with only 1 stick of RAM in it.

Edit: try each slot separately, many newegg reviews say that one of the two ram slots don't work.
 
On that model of ecs h61h2-m2 v. 01 you need to update the bios so it can fully support the 3rd gen cpu.. Yes we all know that is a 1155 socket that support 2nd and 3rd gen cpu but the version of that bios is outdated when the 3rd gen cpu comes out in a market..
