Editing a photo help needed

hi guys i want to edit my photo like the below photo

what software i need and how to edit . the above photo has a cartoonized effect on hairs and its rainbow efects
any one help me on this how to edit my photo like that it would be a great help

Look into the Topaz Labs products.
You have to have Photoshop as they are plugins, but they'll do what you want them to.

You can also look at the free alternative to Photshop, GIMP. There are GIMP plugins to provide similar features.
