Here is my part list, I really need help.

1. First I put the metal tower case next to me to rub my hands on to get rid of any static. I then opened the motherboard and set it on top of the box that It came in. Next I opened the CPU slot on it and removed the black cover top on it and lightly dropped the CPU into place making sure the arrow on the CPU matched the one on the CPU slot. As I was closing the hinges it made a creaking noise so I released and CPU popped out slightly on the left side but I checked it and no pins were damaged on that or the MB. I then closed the hinges again and it still made the creaking noise but I figured that might be normal? I then opened the CPU FAN and applied the heat sink paste on top of the CPU SLOT on the mother board. I then placed the fan on top lining up the 4 screw holes around the CPU slot with the screws on the fan and I screwed it into place just fine as well as plugged in the pin connector to the fan slot.

2. Next I put in both ram sticks into the 1st and 3rd slot as that is what the MB book recommended. I did put them in wrong they weren't fully locked down but more on that later.

3. I then put the GPU into the 2nd closest PCI slot to the CPU. that I know locked into place for sure.

4. I then opened the psu and plugged in the wall port part into the back of it. I then grabbed the cords that it has pre-attached which go into the GPU and the CPU PIN slots on the MB. I attached the 6pin VGA to the GPU and both the 4 pin CPU plugs into the motherboard. I also had to attach the extra cord that came with the psu which was a 8pin double sides vga cable one side into the psu and one side into the second port on the GPU. I then took the last cable which was the 24pin slot that I plugged into the only other 24pin slot on the MB.

5. Finally I grabbed my tv and connected the HDMI through the tv to the GPU and pressed the power button the MB. GPU fan started spinning as well as CPU fan. Also a blue light at the bottom of the mother board turned on and it was labeled "BIOS" I kept it on for 10 minutes and nothing on the screen and I know the cords work I just used the HDMI cord.

6.Now like I said the RAM was not in right all the way, but before I figured this out I looked up a fix which involved me turning off the PC and turning off the PSU and holding the power button for 20-30 seconds to purge it. Then reset the CMOS which I was told is located next to a round silver battery near the PCI slots. I believe it was labeled "JBAT1" it was just 2 small prongs sticking out. So I grabbed a screw driver and just kinda rubbed it against both of them assuming that was how to do it. Also I left the gpu cords and the cpu cords and the 24 pin connector all plugged in(but the psu was off). Now I turn the psu back on and press the power button and the fans all start again and the blue light labeled bios comes on and after 3seconds the fans and the light turn off and then 3 seconds later they start again, and this keeps happening until I hold down the power button for around 10 seconds. So before at least it stayed all running just no tv output and now it cant keep itself running, did I screw something up bad? I am so upset this cost me around 1500 dollars.

7. I figured out the ram was not in right after this as well and I got it in right and still nothing. I will be working on it more at around 12:30am EST after work, can anyone help me out I am so worried about this.
 
Solution
Look for the CMOS jumper, take it out, then boot the computer. Put the GPU into the top PCI-e slot. Boot the computer, and see if it works. If not, then I'll just blame it on the CPU.
Could that be the reason for the weird loop in the booting process? I just don't see what I did wrong, and I still don't understand if I did the CMOS reset correctly.
 
Yeah but it didn't have a boot loop at first, if you read everything it booted fine just no signal from the gpu to the tv to display the bios but the blue bios light was lit up on the mother board. Then when I touched the two prongs that I was told were the CMOS reset prongs and tried to turn it back on is when the boot loop happened, before that I could have it running for 20 min just fine with no boot loop. the cpu has no bent prongs or anything
