When editing videos to store on a portable hard drive to watch on my media player on the tv. for the best, what is a good or best
(Frame-rate> Bit-rate) Video
(Sample-rate> Bite rate) Audio

I have a Roku wireless to my tv and i found a media player where i can connect the usb drive to the port on the side of the Roku and then access the Roku media player to what my Movies & Shows
 
How are the video files getting to the media player? Direct disk attachment? Wired ethernet? Wireless ethernet (2.4 or 5Ghz)?
What is the native resolution of the video compared to the native resolution of the output device? 4K video on 1080p screen ?
All these things contribute to the "optimum" bit-rates.
