Booting into Windows 10 Safe Mode:

Try a different way to boot into safe mode.

Beep codes:

Beep code meanings are often found in the Motherboard's User Manual but the codes can be found online as well. It is important to verify that you have the beep code meanings applicable to your computer. And that audio is available in order to hear the beeps and beep pattern.

McAfee installed?

Update your post to include full system hardware specs and OS.

Are you able to boot into Safe Mode?

Check the following link as a starter.

Go to McAfee's website. I found the following link:

no i'm not able to boot into safe mode as the error comes on seconds after turning pc on.

Noted that the OS is on a 120 GB SSD. Any sense of how full that SSD may have been?

Any Windows 10 media?

Do you have a recovery disc or USB drive? If so try that.

If no recovery media then use another computer to create a recovery disc or USB drive.

Unfortunately the pc doesn't have a disc drive and the ssd has about 40gb free space on it also no recovery disc or stick. I looked on the link you sent and read the wintech/safetech guide and it looks rather complicated I'm no whizz kid lol I am going to need some professional help I think.
Does this fault only affect the windows installation or do I need to use the wintech/safetech procedure if not the easiest thing to do is to re-install windows yeah?
I updated windows 2 days before this happened do you think that has anything to do with it?

Hold on doing anything until there is some idea or other evidence as to the source of the problem.

Someone else who reads this thread may offer other ideas and suggestions. I have no problem with that.

What update? From what to what?

Did the computer boot at all after the update?

Some subsequent update, Windows or otherwise, may have created the problem.

None of the steps/procedures below look very fun for casual users....

It all makes for interesting reading, however. One could become just a Mcaffee data recovery specialist, apparently...

Sidenote: As you already have Win10 Pro, any reason for not just going with Bitlocker? (An update or glitch botching a Mcaffee product and rendering a system an unbootable doorstop certainly seems more likely than with Microsoft's resident entire disk encryption method, if you needed the entire disk inaccessible to others; if merely wanting a safe/secure space for sensitive data, free Veracrypt allows secure containers or entire disk drives to be encrypted, which then need either a password and/or a keyfile...)

I bought the PC in March 2018 used condition I can't remember what version was on it at the time but I have only updated once since purchase,it was updated on Monday 5th August 2019 the version on it now is 1903, it did boot up and used it for 2 days with no problems, the last time I used it was Thursday 8th August, I left it turned on and had lunch when I returned to it 30mins later I was greeted with the black screen with eepc has been corrupted and when I try to boot up the asus logo comes on for 2 or 3 seconds where you are able to go into the bios then immediately after that the black screen with the error comes on so I am unable to boot into safe mode.

What I have read about the error is that when eepc is updated it has either moved unmovable files or the new update is to big where there is not enough memory for it as I understand I might be wrong as I'm just a casual user and not familiar at all with any recovery procedures and also I'm not even able to boot the machine up into safe mode because after pressing the power button the asus logo comes on and as soon as it goes off the black screen comes on with the error so I'm unable to use bitlocker.

Late thought: do you hear any beeps when boot up fails?

Any EZ-debug leds?

See Page 1-36 in Section 1.8 in the Asus Motherboard link (preceding post).

Also Page 2-7 in Section 2.2

Work your through all of the BIOS settings. Do not immediately start changing settings. Just ensure that all are correctly set for your build. If there is a question about any given setting make note of that and continue checking. Then, as applicable, make a change but change only one thing at a time.
