Effective memory clock vs core clock

I guess i have a lot to learn when it comes to video cards. I have been in the market for a new video card and i went to newegg and looked at there highest rating card which is a EVGA 512-P3-N871-AR GeForce 9800 GTX+ 512MB 256-bit DDR3 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card. I guess not knowing what is more impotant in a video card i dont know what to look for!! This card has the following info

None of it individually matters. It matters how all of it works together.

Why don't you tell us what power supply you have, what motherboard you have, and what resolution you play at. Top on your budget and I'm SURE I could find you a better graphics card for you than the 9800GTX+.

I have a 620W Antec PS and a Gigbyte MA785GM-US2H MotherBoard 3 gig Corsair XMS mem. AMD Athlon 2 250 3.1 gig Processor. I would like to if possible keep it around 150.00 or less. For resolution 1024X768 or 1280X1024 are my norms.
