EFS Implemetation

I'm trying to configure EFS on my file system, but i have problems designating users who can recover the files that are encrypted, i'm looking for some documentarion that can help me in the implemetation of this service.
I really appreciate any help.

I already do that and i still cannot add other users as a recovery agent and gain access to the encrypted information.
I'm thinking that my problem is in the certificates,but i don't know how to publish it.

The recovery agents on any given file are updated only after 1)group policy
is applied to the machine and 2)someone opens the file. A user can use
"cipher /u" to attempt to open/close all files on a machine.

FYI. That page is 404 and
<http://www.microsoft.com/windows2000/techinfo/howitworks/security/encry
pt.asp> redirects to a page the discusses Server 2003 and XP PRo.

Any idea where the 2000 info is?
