Thunderbolt 3 has backwards compatibility with USB-C , and yours does, however it will run at 10GBs (the thunderbolt 1 speed) instead of 40Gbps on thunderbolt 3.
Mine does have USB-C but if it's only 10GBs doesn't that mean it's not gonna run at full performance? If so then is there an alternate solution?
Yes, if you run an eGPU through this port you will see a very slow performance, I would expect a 1070 or 1070 ti to perform around or slightly faster than your integrated 1050 ti, the bottleneck will be real in this situation.
However, like I mentioned above, you can get an adapter to run your eGPU through the Wi-Fi card's mini PCI-E slot, it works and will be a better experience than your Type-C 10gb port, but it isn't always the prettiest solution and won't be very portable.
