Would the 24-pin jumper also allow you to continue to run the pump and fans after turning off the PC, I wonder? Be nice to have IMO so that everything cools off quickly and evenly before conducting maintenance.

it does but its only usefull for if your filling the loop and testing it . if you run your pump and fans off a second psu then you can leave the jumper on .
