Question Elder Scrolls Online Black Screen

Fresh install of Windows 10. All drivers are up to date. Downloaded Steam and installed Elder Scrolls Online. ESO Launcher opens and performs normally.
Upon launching the game, screen goes black and has the Windows circle loading icon. No changes after hour of waiting.
Can exit the game via task manager. Computer appears to be performing normally. Repeat attempts result in same outcome.

Any ideas for solutions?

One of the first places I checked. The advice did not work. Also tried Steam validate local files. Did not work either.
