Question Electric noise & mouse movement noise in external studio monitors but not in headphones

I have just a built a pc, I was using s set of Behringer Truth studio monitors in my previous cheap laptop without any problems, but in this new computer they make annoying electric noise. Also if I move my mouse it adds some static noise. I have disabled C states completely, removed my system out of the chassis, didn't work either. Interesting thing which also differs from similar problems as far as i've seen is that headphones are working properly. If i buy a sound card will it solve my problem.

I bought an external usb sound card
(ugreen) updated all drivers, and unplugged the mouse harsh noise still persists. Had they not been working on my laptops I would be sure that it was because of the cable or the speakers.
