Electricity causing stuttering on my computer and laptop... please help

So when I was living in my new house everything new I would buy, my electricity would cause it to stutter. It is not anything else so please do not ask me for my specs they are gaming laptop and computer. can the electricity be bad in my house? I tried a ups and im getting a avr ups tomorrow since this normal ups is not helping... can someone please tell me how I can fix? I moved to a new house and as soon as I plugged my old usb keyboard and mouse my brand new laptop started stuttering in my new house?? how is that even possible that just from plugging in a usb I screwed the electricity in this house.. Sigh,

Is it possible that something came dislodged in transit?

Do both the laptop and desktop stutter? Even if the laptop is running on battery power?

Are we talking about stuttering in a game or when streaming video from the net?

Both video (youtube) and games stutter, even the loading button on my laptop. Everything new I plug in it tdoes this.

if indeed more than just your laptop stutters you need to get your wiring checked . where im from we have certified electricians do that. a poorly grounded or un-grounded house is terror for electronics especially computers. Do that then come back and let us know what happened.
