Question Email attachments from Picasa to Outlook

I run Widows 7 64 bit, I use Office 2007 with Outlook (not Outlook.com) as my email client and Picasa as my photo agent.
Up until about 8 months ago, I could open Picasa, select a photo for emailing as an attachment, click the 'email' icon and hey presto, Outlook would open with a blank new email showing the attachment ready to send.
Now I can't do this and it is such a pain not to be able to send photos as attachments anymore. I'm finding myself now using snipping tool and sending them in the main body of the email. I have tried downloading Windows Live Essentials/ Windows Live Mail to do it that way but they refuse to download.
Any ideas please? Thank you in advance
 
Why can't you just start an email, then go to the attachment option and select the files you want to send? Does the same thing just from a different way.

Also if you right-click on the photo in Windows (not in Picassa), you should be able to see a "email" option.
