EMERGENCY: CPU Fan at a constant 2300 RPM

Lately my CPU fan has been racing to higher and higher RMP's when I do the simplest of tasks. Now it has reached a point where I had to monitor it, it's at 2200-2300 RPM! Help me! I was told something about a BIOS setting that is causing this but I'm not sure how to control this as I'm using windows 8! PLEASE HELP!

EDIT: Temp is only ranging from 30-45C!!!!

Ok, if thermal paste is not the problem, then the real problem is the cooler. You need a good cooler, with more fins to cool, and a bigger 120mm fan. Have an extra $30? This WILL solve your problem, I garrentee it.

Sometimes dust can freak out the fan and make the RPM's go higher in order to get more air pushed it. If the inside of your case is clean, consider getting a larger fan for the heatink. Smaller fans are, well, small and have to push out higher RPM's to keep up with the heat being produced. Tha's why they spin faster and are noisier. Try upgrading to a 120mm.
 


But it just started doing this, and whenever I click something it gets faster and faster. I clean my computer frequently, no dust gets inside that thing without me blocking its path. It's something wrong with my CPU or maybe the BIOS Fan settings, I'm just not sure how to fix this!
 


AMD FX-8350 eight core processor, the fan I'm not sure. It has no tags, it's just solid black roughly 90mm I think.

It came with the CPU and computer itself, it fits the heatsink perfectly.
 
I actually just bought some thermal paste online thinking I'd need it, plus I was going to change it sooner. Is there anything I should look out for in the mean time? My CPU temp isn't high at all, the fan is just really going at it. Are there any really main concerns or could I keep using my computer?
 


Yeah, honestly stock everything is lacking for AMD. The thermal paste was crap during the first few weeks and the stock fan is pretty weak too.
 
Hey guys, sorry for the wait. I just replaced the thermal paste from some crappy stock one to Arctic MX-4 and the problem is still occurring. What else could be the issue here? My temps are no where close to high!

How do I know if this would fit inside my case or just in the cooler screws? Mine has 4 screws making a rectangle, would this fit?

 


My uncle is a Computer guy and he had a 120mm fan almost exactly like the one you sent me (Not a stock fan). He gave it to me and the RPM has slowed down with a temp of 41C while playing games and 25C Idle. Thanks for the solution to my issue, it was very much appreciated.
