Emergency need help!!!!

I'm currently resigned to using my nephew's laptop basically my situation is the same with this guy right here http://iogaming.net/forums/25-tech-support/19078-peripherals-not-turning-helppp.html

My question is how does this happen and what do i do to fix it?

Should I do what he did and let the computer "warm up"?

According to the Dr. Debug code that my motherboard is showing me the problem is "Memory initialization. Configuring memory" How does memory stop my computer from interacting with my peripherals and what do i do to fix this?
