Empty Floppy drive noise

Empty Floppy drive suddenly started making intermittent clicking noise with drive light on. The only way to stop noise is to insert a disc. I replaced the drive and problem reoccurred.
 
Some application on your PC is trying to access the floppy drive. Download "Process Explorer" from Microsoft, and check which application is trying to do that.

I don't remember last time I used a floppy disk on my Windows PC... I would disable it from BIOS, and enable it back when needed.

I had the exact same problem, if you don't use the floppy drive go to Control Panel > Device Manager > Floppy Disk Drive and then right-click on it and disable it. Sometimes opening a window will trigger the floppy drive, I don't know why.
I hope it works.
