Don't you know a friend who can make the installer on their PC? its not like its single user

top answer - https://www.quora.com/How-do-I-install-Windows-on-my-laptop-using-an-Android-phone-and-a-USB-cable

i found another one way but looking its not actual answer, you have to still download ISO on a PC and then copy it onto phone... nope

thats useful

does that include Powershell?
right click start
choose powershell (admin)
does it work?

If it does, then do option 2 - https://www.tenforums.com/tutorials...olled-folder-access-windows-10-a.html#option2

If it doesn't work, we can try it from safe mode and hope it works there
at desktop, open start/power
while holding left shift, click restart button

PC should start up into a blue menu
  1. choose troubleshoot
  2. choose advanced
  3. choose startup options
  4. click the restart button
  5. choose safe mode with networking
  6. Pc will restart and load safe mode
open powershell again and try option 2

if that still doesn't work, go back into the blue menu like I showed above and try system restore and see if there is a restore date prior to changes
  1. Troubleshoot
  2. Advanced
  3. System Restore

Safe mode not coming up
No app is opened

oh

do you happen to have a win 10 installer?

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

Probably going to need that.

I can show you how to save any info off C you want to save
Helps to boot from installer to do this bit
  • on screen after languages, choose repair this pc, not install.
  • choose troubleshoot
  • choose advanced
  • choose command prompt
  • type notepad and press enter
  • in notepad, select file>open
  • Use file explorer to copy any files you need to save to USB or other hdd
Then I think only sane approach is a clean install - follow this guide: https://forums.tomshardware.com/faq/how-to-do-a-clean-installation-of-windows-10.3170366/

It seems that setting did a good trick to windows. I honestly don't think it should let you do it, even if you want to... if its going to break windows
