right click start
choose powershell (admin)
does it work?

If it doesn't work, we can try it from safe mode and hope it works there
at desktop, open start/power
while holding left shift, click restart button
PC should load into a blue menu
open powershell again and try option 2
- choose troubleshoot
- choose advanced
- choose startup options
- click the restart button
- choose a safe mode (it doesn't matter which) by using number associated with it.
- Pc will restart and load safe mode
if that still doesn't work, go back into the blue menu like I showed above and try system restore and see if there is a restore date prior to changes

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

- on screen after languages, choose repair this pc, not install.
- choose troubleshoot
- choose advanced
- choose command prompt
- type notepad and press enter
- in notepad, select file>open
- Use file explorer to copy any files you need to save to USB or other hdd
It seems that setting did a good trick to windows. I honestly don't think it should let you do it, even if you want to... if its going to break windows
