You have a Gigabyte board, I found the below on Gigabyte subReddit. It's helped several others with similar problem, maybe it will you too...

Disable fTPM in your BIOS

Boot into Windows

Control Panel > Uninstall a program

Filter by Publisher name and locate any by "GIGABYTE"

Uninstall all of these programs (RGB Fusion, SIV, Appcenter, Easytune etc.)

Go to your MOBOs support page and download your boards latest BIOS update even if already up to date.

Put it into a USB stick formatted in FAT32

Restart into the BIOS and flash your BIOS using Qflash (google if never done before)

When completed reconfigure your BIOS and enable fTPM

Save and exit BIOS

Restart into BIOS to enable secure boot (CSM off > Secure boot mode custom > Reset to factory keys).

That stinks.

Well, as I'm often reminded: at this point in time TPM's are not required to run Windows 11, only to install it. And they're usefulness to home users is limited to none in any case, at least for now. That may change in the future but all I know for certain is it's needed to run one game launcher as an anti-cheat. If you absolutely must run that game (Valorant I think??) then you may have to clean re-install Windows to get it back right. If you're trying to set up your machine to work remotely on a corporate network where they require an fTPM for device attestation or Windows Hello for Business you'll probably have to do the same.

Personally, I'd love to see it better utilized for home users. Not sure how it would work, but anything that helps transparently lock down security for on-line banking and credit card transactions would be great by me.

should I try to go back to windows 10? Windows 11 really sucks for me who still uses old components

That's pretty much your choice. Win11 isn't that much different but it's UI is enough so it's frustrating to a long-time Win 10 user. Your "old components" aren't nearly old enough to be the issue, it's more likely what Gigabyte did to your OS with it's applications. When...if...you go with a clean install don't let them install and install drivers you get only from the AMD support site (chipset drivers) and GPU (Nvidia/AMD/Intel) support site.

But something to think on... Win10's obsolescence date is coming up fast, some time in 2025. They've already stopped development so it's pretty much just fixes and necessary things now. I'm not sure but I think they'll continue security updates after obsolescence but if they do stop it you should get a really good third party anti-virus to fill in that gap.

can this problem be solved by fixing winload.efi?

I doubt it's as simple as that.

If you can get into Windows, even with the fTPM disabled, from command prompt with admin rights execute "SFC /scannow". That will check system files for corruption and clean it up.

If that doesn't work you could try a repair install with in-place upgrade instead of complete clean install. That keeps all your installed apps and settings while repairing many of the errors that can creep into a Windows installation.

maybe if you want, you can do a BIOS update. what I am experiencing now is already using the latest version of bios but the problem is still the same and cannot be resolved.

I updated my bios to the last ver and the problem not fixed and roll back older version and still have problem

I would like to know what is the solution from Asus Support to solve your problem?
user here solved it by replacing CPU

it is entirely possible that BIOS (agesa) prevents fully clearing TPM module storage which is inside CPU

looking around google searches shows some people solved it by flashing old bios where TPM was disabled by default (pre win11 compatibility), then cleared TPM and after that updated bios to latest
