Enabling the Command Prompt

When I tried opening the application it kept replying this:

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator"

I need help on how to enable the command prompt

Is this your personal computer or at work or something? You need to have administrator rights to access the command prompt. Go into your computers user account settings and see what it has your account listed as.
