As I understand it, to be able to enchant an item (yourself), you must first
know the spell. Do you have to be able to cast it, or just know it?

and, where can I find a vendor who sells a pick butt fire damage spell (in
which I will then enchant my sword with)?

You can enchant anything you know, but if you're chacter's stats
are to low to cast the spell, they're probably too low to have
any success enchanting.

pick butt fire damage???

Would one counteract that using potion of Preparation H. :)

To answer though, you don't enchant it with specific spells.
You just need to know one of that type. i.e. Knowing any Open
spell would allow you try enchanting with any Open setting
you want. You wouldn't need Lock Splitter or whatever. Any
wimpy bargain fire spell should let you do it.

Just knowing it is sufficient - and it isn't actually the spell, but the
effect behind the spell. Some spells have more than one effect, and if
you know one of these, you can use any of the effects in enchanting (eg
fortify luck is actually a case of fortify attribute, which can be used
to boost any attribute).

Any spell that contains fire damage will do, since the enchantment
doesn't depend on that part of the spell at all.
