Endless Rebooting Cycle!

Hope you can help me, I'm having serious issues with a p7p55d pro motherboard. I think I properly isolated the issue since the only new part I'm using is the motherboard, the other parts came from a fully functional system.

My system was working perfectly and I was getting ready to build a similar one, with an I7 870 (classic, but still up for some spins). So I bought a defective motherboard hoping I could turn things around (stupid, stupid...) and now I'm stuck.

When I try to boot, everything starts working (for about half a second) and then resets endlessly. So I removed all of the components until all I had was the MB and the PSU, and still nothing, not even a beep. The only thing that actually makes a difference is when I disconnect the 8 pin power cable, since the system doesn't shut down, and the CPU led stays bright red.

Tried do reset Cmos and remove the battery (with power off), ram, no ram, one stick (on the blue socket), graphics card, no card. Checked, double checked and triple checked for bent pins on the socket or visibly damaged components, no luck. The socket is from FOXCONN. The Psu is a NOX URANO VX 650.

My approach was to cut a nice deal and apply all I know to troubleshoot and keep a fine board for a killer price, since I thought I'd be able to bring it back to life... turning on is better than no response at all, but now I do feel I'm out of my league.

The previous owner said it "happened overnight", although I find it easier to believe it was due to overclocking/ bios flashing.

Still, I can't flash a system that doesn't boot...
 
Yes if a mobo does not boot than the BIOS is dead. I had a mobo die slowly i noticed that the capacitors around the CPU were enlarged and that is a sign of failure. BIOS chip failure i never seen any hardware sign except system being unstable.
 


I didn't measure the voltage around the capacitators, as it really is outside my field of "expertise", but they all look normal to me. Is there anyway to flash the bios without being able to boot?
