Enemy soldier types

I'm a bit confused on the different enemy soldiers types:

You have the Citizen Protection (like at the train station).
Are these normal humans with a gas mask, right?

How about the heavier soliders in the next levels. They have sort of
glowing eyes after they die, but they look very similar, and they talk
plain english ("Hey. Look out!"). Or are these DNA-maipulated cyborgs?

And even later you have the one-eyes white combine soldiers?
What are they, part human, DNA-mantipulated, or machines?

"Life should NOT be a journey to the grave with
the intention of arriving safely in an attractive
and well preserved body, but rather to skid in
sideways, cigar in one hand, favorite beverage in
the other, body thoroughly used up, totally worn out,
and screaming WOO HOO - What a Ride!"

No way to be sure. But there are humans who have been altered in the
combine tower.

Barney and friends? Yeah I think so.

In Breen's monologue in Nova Prospekt, he refers to the "Transhuman" arm of
the Combine. I think these are them.

I would imagine that they are more transhumans.
