Trying to record gameplay and im wanting to know if my build is good enough to record at 1080p/60fps.

Asus sabbertooth 990 r2 gen 2
AMD FX-8350 black edition 4ghz
16gb ddr3
R9-270x toxic edition
1tb HDD
Cooler Master Hyper 212 EVO

Depends on the game.
With that CPU/GPU I can think of a few games that'll have problems running at 1080p/60fps/ultra settings

Recording gameplay is CPU limited (the encoding, as you don't record RAW) and the FX has enough spare cores to perform that parallel to your gameplay.
So there shouldn't be too much of an impact. If you can run it at 1080p/60fps you should be able to record it.

Try opening your task manager or something like cpu-z to get a better overview of how much of the cpu is used. Especially per core subdivisions. The FX8350 has 8 cores and rocket league will not claim all of them, windows will not claim the rest. There should be enough cores there idling that OBS can engage.

Rocket league is hardly the most demanding game out there, you should be able to stream that.
Do you have pretty standard settings in obs? superfast encoding, cbr, bitrate 3500 (although when you start actually streaming you may want to consider 720p with 2300-ish bitrate till you get an audience - read up on twitch transcoding)
Your internet can upload at 3500 bitrate?
