Enquiry about Graphics card

My bro bought a Gainward Gtx650ti boost OC which requires 24A on the +12v rail but his PSU has a dual 12v rail with 21A & 19A respectively, he wants to know if that will damage his card or not.
His System Specs:
fx 6100
2x4gb gskill ripjawsX 1333
CM Thunder 450w
gainward gtx650ti boost OC.

IMO the more likely scenario will be that the graphics card kills the PSU, just suck the life right out of it so to speak... My normal response would be that you have enough power to run the card so go for it but, from my reading about that PSU series, I'm thinking it's life will be shortened considerably by the load of the 650ti

Oh thanks, so he needs a good PSU. He would buy a corsair in one year.
