1) I recommend the EVGA GTX970 SC ACX 2.0 1.17GHz model.

The Gigabyte might fit but it can't turn off the fans unless they produced a vBIOS firmware fix.

Also, some pictures are deceiving. Look here and note the case connectors on the front-left of case that could be problematic for long cards. http://benchmarkreviews.com/9943/cooler-master-elite-130-mini-itx-computer-case-review/5/

2) CPU cooler:
Looks good. Make sure to setup fan control software for motherboard properly if that's how this cooler works (if fan is connected to motherboard).

I guess you can try both ways and see what the noise difference is and whether it affects your GPU temperature. The PSU pushing out case air makes the PSU itself louder (fan) but also removes more heat so it's very difficult to predict the ideal fan setup.
