EPOX 8K7A+ Motherboard ChipSet Fan Problems

My EPOX 8K7A+ Motherboard's ChipSet Cooler Master Fan sometimes becomes very noisey and its speed starts to slow down.

I took off the Computer's side cover and I noticed that when the fan is noisey it's rotational speed rate slows down greatly.

Is the Chipset Fan becoming defective or is the noise and rotational speed slowdown being caused by another source?

If the Chipset Fan is defective, can I replace the Fan with another Fan?

sounds knackered/unbalanced so aye U can replace it... if the board is still under warranty U might B able 2 get a replacement from Epox...
