Can someone explain in simple layman terms, without editorializing and
including personal political ideaology, why Epson chooses to omit an
on/off switch?

Without any specifics I would say that it has a lot to do with programming
and cost of the on/off switch.

Scanner manufactures are trying to help their profit margins anyway possible
because they don't make money from you after your purchase.

The don't include it because they think you want them to sell you the
scanner at the lowest possible price. If they could get away without
the motors, sensors and light source they would cut them out too.
