My computer recognises the USN connection when I switch on
the device at the appropriate point during installation but
cannot communicate with it afterwards. Is this a known
situation and is there a cure?

The O/S is Win98SE.
I have tried different USB sockets (I have 4, all 2.0/1.1
compatible) and I have done complete clean reinstalls
reinstallations a couple of times.

I installed CX6400 on an old Win98 laptop with a single USB. No problems.
