[SOLVED] ERR "No DirectX 12 adapter or runtime found."

Hello, I am getting an error when trying to launch rdr2 that looks like this

I used DDU to uninstall the drivers and download them again. It was scary, and it didn't solve the issue.
I also used Steam to verify game files.

I don't know if this is related, but i'm working with some terrible download speeds right thanks to my cheapskate ISP.

did the nvidia driver install without error?

Update Windows 10, you are on a version from 2018.

See if that helps install the drivers

Had to revert drivers to a previous build (457.51) .
DO NOT UPDATE NVIDEA DRIVER (460.89).

You might be correct.
Anything that also uses "Vulkan", whatever that is.
