ERR_CONNECTION_REFUSED on all browsers and websearches

So I get home from the movies and hop on Google to watch some YouTube videos. I type in YouTube and the address bar says about: blank. Takes about a minute to load. Then I get the error. ERR CONNECTION REFUSED. so then I search different things. All searches same result.

Have you run a malware and virus check? reboot?
