Error 0xc000000e HELP

I made a PC, everything worked. This morning i installed a new HHD then it didnt want to start up again. Im getting error 0xc000000e. The boot selection failed because a required device is inaccessible. What should I do. I dont have a repair CD (only a Windows 7 Starter CD).
PLEASE HELP...ive been working on this crap all day.

Did you set in BIOS boot order of HDD's??
