Question Error 0xc00000e9

Hi everyone, when i try to boot my pc I get File: \Boot\BCD
Error code: 0xc00000e9
I have tried to use a bootable windows 10 usb to repair it or to reinstall w10. But when usb boots, it gets stuck on a blue screen with only the cursor. It doesn't load Windows 10 install settings. Bios does recognize my hdd and i have tried booting on uefi and legacy.
Yesterday I noticed some freezing and sound lagging problems but I didnt care too much because pc is somewhat old. Is the hdd dead?

Does this w10 flash stick boot on another machine?
Does the flash stick boot on the problem machine if the hdd is unplugged?

The w10 flash stick does boot on 2 more devices that I have tested and it also boots with the hdd unplugged.

If this is a desktop try a different sata port on the mobo if no help try a different sata cable if no help replace the hdd.
