Question Error 1719 windows installer serivce could not be accessed

Hello
So my problem here is if i try to install any windows installer app this message appears to me and i tried a lot of fixed on the internet but none of them worked
can someone help me please cause i cant find any soultion without installing/resetting the windows

No it is not on safe mode
and the windows im using is the windows which came with the laptop
