Error 99 and one beep, then 4 short beeps

I built my first PC yesterday and need help. So I finished building the PC and plugged it in and pressed the power button. Everything starting spinning and then quits. For 3-5 seconds and then starts up again and goes to normal. It beeps once and then 4 short beeps and then says 99 on the error code screen. So I removed the RAM sticks, GPU, disk drive and Hard drive. When I removed the hard drive and started it, it only beeped once. Like it should. So is something wrong with my hard drive and how do I fix error 99.
Specs:
Processor: Intel i5 4690k
GPU: GeForce GTX 750ti
Mobo: Asus Z87 Pro
RAM: 2x4gb sticks
Western Blue Digital 1TB hard drive
Cooler master 212

BIOS Flash may be needed.

What's it do? I currently don't have the PC, it is in a PC shop. Also how do I install it. Cuz I can't even get it to bios.
