Question Error appearing when logging on to Wordpress after Windows 10 reinstall ?

Dear Community,
We have a user who was logging into website's Worpdress without any Issue. After replacing HDD and installing SSD on his system, his system is having this Issue and he can't log into worpdress. If we re-install chrome It works and lets him logs in twice or thrice without any issue but on 4th or 5th attempt, he starts having this issue again. Kindly guide me why the user is having this issue.
