Error causing sites to not load

Whenever I try opening a website, I get an error that prevents the website from loading.
This is not true for all websites though. Google websites and other popular ones are opening.

The error is:

This webpage is not available
ERR_CONNECTION _REFUSED

This problem is on Google Chrome as well as Safari. However, same websites are opening on other devices (iPad, PC) perfectly.

I am using Mac OS X

Have been racking my brain on it for a while. Tried everything from"

-Deleting Cache
-Deleting Cookies
-Reset Chrome settings
-Restart the device
-Re-installed Google Chrome with a fresh setup file

Please help me out.

Are you using a proxy?

What happens if you try to ping these sites that are giving you errors?
