Error Code 00 Following new CPU Install

So, I have an i7-4771 right now and I bought a 4790k because I didn't want to have to update my RAM and motherboard as well. My computer worked fine on the 4771, but when I put the 4790k in, I get a code 00 on my motherboard (ASRock extreme 9/ac). I put the 4771 back in and it continues to work fine. I have cleared CMOS after each new install, so that shouldn't have anything to do with it. The 4790k does heat up when I install it, but the code 00 shows up and there is no boot. Is my new CPU just dead or can I fix this, possibly?

2nd the bios update, the 4771 is haswell, the 4790 is the haswell refresh. Most motherboards around this time would have big warnings, after updating to the refresh bios, do not downgrade to older versions.

Find your motherboard maker and model, can use cpu-z. Then go flash to the latest bios and try the new chip again.
