Error code 01-0134-0000

Hello,
I get error code 01-0134-000 was told my toshiba recovery disk are defective. How do I fix this problem? I even installed a brand new hard drive and got the same error code

If your recovery disc is defective you will have to contact Toshiba for a replacement disc. (You may be charged for this disc). The hard drive has no effect on the faulty recovery cd/dvd
