Error code 0x800f0922 on windows 8.1

Hello, i bought Rust and installed it, and it says it requirest .NET Framework 3.5. I use windows 8.1 and shouldn't this be already installed?
Anyways when i try to install it it gives me an error code 0x800f0922 (The changes couldn't be completed. Please reboot your computer and try again.) I have done this but it doesn't work. Help me asap!
