Error code 80070643 Windows Update

I was installing the optional Chinese language pack for my computer the other day and it kept on giving me the error 80070643 while installing.

if the download is damaged windows update not smart to delete it and start over or if the update folder gets to large to clean it out.

1st turn off windows update services.
