I've see a few guys just here at tons that ended up with bad skylake cpu's as well ? after all else failed they returned there chips and the replacements worked right out of the box as expected ??
I had a asus board that gave fits as long as I only used on stick of memory at default it worked good anything more than that ????? funny thing is I replaced the asus with a asrock and everything that failed to work on the asus worked great on the asrock first boot still today ..
with the asus I used 3 gpu's 3 memory kits [different ] 2 cpu's , 2 hard drives with windows and Linux and after that just cut my losses .
sometimes you just end up with a lemon from any part its just finding out what is the lemon or the issue that sucks and can cost $$ and time + headache
I would look over the boards memory test list and pick up a cheap kit from it to try and see ? make sure your cpu cooler is not mounted in correct and warping the pcb like I said can cause a memory issue
all you can do is do a process of elimination and hope you hit it early
also don't forget 3200 memory is a overclock as well on skylake cpu's you may need to just try one stick as said above and set it all up then add the 2ed I seem th recall xmp was not so good with skylakes as well and maybe buggy where there were some that when using memory over native speeds had issue with them

you said you got drdebug error 4C ? may contact asrock support on that seeing its not a listed error code [pages 26-27 manual]
