Error: create file access is denied

i have windows 7 64 bit ultimate, i want to run a game i have called sim city 4, when i try to run it i get an error message saying "error: create file access is denied. Any suggestions on how to fix this?

Try running it as Administrator (right-click on the icon and select "Run as Administrator").

I too have this problem but it is preventing me from installing my video card drivers.
