Error message external hard disk full when it is not full

Hello,
my wd external hard disk drive will not except more files. It says it is full. When I check the drive properties it is empty.
I am trying to save a new publisher file to the drive

It probably does not say it's full, what is the exact message? It may tell you to check it to make sure it's not full and a few other things.

If the drive is empty, try to format it again.
