Error on windows 8

My computer turns on and then i get this blue screen saying Recovery your pc couldnt start properly. I have tried everting on the windows 8 Instalation disc but nothing works it keeps giving errors no matter what i try. I have a picture but i don.t know how to post it here since im writing this from my ipad. This problem occured out of the blue, first it said the depedency service group failed to start, then i tried to reinstall windows and it didnt work because it said some files were currupt. After thst this blue appeared, now i have no idea what to do.

Can you load into the OS ?

go to start type in cmd right click on it and click run as administrator, then type in "netsh winsock reset" restart as prompted.

I have already watched that video and it does not work. I cant even log on to my computer all it gives me is an error on the blue screen.

I have windows instalation disc and i opened cmd prompt from there but it says the system cannot find the file specified

Boot into safe mode and follow the steps in the video and also run a disk error scan
