Error: Windows Could Not Complete The Installation. To Install Windows On This Computer, Restart The Installation.

I Know I Have Windows On The Computer, But Even When I Launch Safe Mode And Go Into Command Prompt And Launch Taskmgr.exe AND Try Every Possible Thing, I still get the message. The Screen The Error Comes Up On Says: Setup Is Starting Services. It Started Because I Installed This Asus Thing Somewhere In Windows And Then The Laptop Died. Help

Your best bet is to repair-install of OS. You need a bootable media(DVD/USB).
