eSATA and vista 64

So i got a 250 WD HDD and when i install it its not using it as a external drive, its using it for cashe. How can i used this as a regular drive but external?

Can anyone tell me how to format this drive? All it gives me is 2 opetions for using this HDD as a cache drive. HOw can i formatt it and make it an exturnal drive?
