Is an Ethernet cable that supports only 100 Mbps only for Internet that's under 100mbps and one that supports gigabit speeds for Internet that does 1gbps? Is that even possible? My internet is like 30-60mbps should I get one that goes 100mbps or would a gigabit one improve performance?

Solution
You won't see any difference. In reality, a good quality cat 5 (100mbs) cable can do well more than 100mbs and poor quality cat 6(1gbs) can do far less. IF your net is that speed, you won't see any difference.

Now if you are connect PC's together for file sharing and have a router, it's better to go gigabit for the speed.

And yes gigabit speed internet does exist.

Let's back up a touch.
What ethernet cable are you talking about?

Anything vaguely recent (Cat5e) supports 10/100/1000. IOW, gigabit speed.

The network performance depends on the speed of the slowest device in the chain. Your ethernet cable is probably not that.
